“BAFE registered” appears in tender responses the way “fully insured” does: as if it were one thing. It is not. BAFE is a register of separate schemes, each covering a different fire safety discipline, and a company is registered for specific schemes and specific scopes of work, not for fire safety in general. The two schemes that matter most on fire system projects right now are SP203-1, covering fire detection and alarm systems, and SP207, covering evacuation alert systems. They sound interchangeable. They are not, and accepting the wrong one, or accepting the logo without checking the scope behind it, can leave a Responsible Person holding work with no third-party certification at all.

Here is what each scheme covers, who needs which, and how to check a contractor’s actual scope on the register in about two minutes.

What BAFE registration actually is

BAFE maintains the UK’s independent register of third-party certificated fire safety providers. The auditing is not done by BAFE itself: UKAS-accredited certification bodies, NSI among them, assess each organisation against the relevant scheme document and re-assess it on a rolling cycle, checking real jobs, real engineers and real paperwork. BAFE lists the resulting registration on its public register, scheme by scheme.

That structure is the point. For a Responsible Person under the Regulatory Reform (Fire Safety) Order 2005, third-party certification is the cleanest single signal that fire safety work is being carried out competently, and it is specified in most public-sector tenders and increasingly as a baseline on commercial PQQs. But the signal only works if you read it at the level it operates: the scheme and the scope, not the badge.

What SP203-1 covers: fire detection and alarm systems

SP203-1 is the scheme for fire detection and fire alarm systems: the panels, detectors, call points and sounders designed to BS 5839-1, from a Category M manual system in a small workshop to a full L1 design in a hospital.

The scheme is modular, covering four scopes of work:

  • Design: producing a system design to BS 5839-1, with the category, zoning and cause-and-effect reasoned and recorded.
  • Installation: executing that design, with correct cable selection, routing, fixing and fire-stopping.
  • Commissioning and handover: proving every device and every interface, then certificating the system and handing over the documentation.
  • Maintenance: periodic inspection and servicing under Section 6 of BS 5839-1.

A company can be registered for one module or all four, and the register entry says which. That matters in practice: a firm certificated only for maintenance is not third-party certificated to design your new system, however good the proposal looks. On completion of registered work, the contractor issues a certificate of compliance: the document your fire risk assessor, your insurer and, eventually, an enforcing authority will ask to see.

If your project is a new or replacement fire alarm, an extension to an existing system, or a servicing contract, SP203-1 is the registration to check, with the module matching the work you are buying. It is the scheme that underpins our own fire alarm design and installation work.

What SP207 covers: evacuation alert systems

SP207 is a different discipline entirely. It covers evacuation alert systems built to BS 8629:2019+A1:2023, the code of practice for systems that let the fire and rescue service tell residents of specific flats to evacuate during an incident.

An evacuation alert system is deliberately not a fire alarm. It has no detectors and no call points, and it never operates on its own. It sits behind a locked evacuation alert control panel near the firefighting entrance, accessible only to fire and rescue service crews, who can sound alerts flat by flat or floor by floor if a stay-put strategy has to change mid-incident. BS 8629 requires it to remain independent of any fire alarm in the building, with its own segregated, fire-resistant wiring and standby power.

BAFE introduced SP207 after BS 8629 was published in late 2019, responding to the change in Scotland’s building standards and to the Grenfell Tower Inquiry’s Phase 1 recommendations. Like SP203-1, it is modular across design, installation, commissioning and maintenance, and registered firms issue certificates of compliance for new installations and for the six-monthly maintenance visits the standard expects.

The demand is no longer theoretical. In Scotland, new residential buildings over 18 metres have required an evacuation alert system since 2019. In England, the December 2022 amendment to Approved Document B brought in the same provision for new blocks of flats over 18 metres. And for existing high-rise blocks, a fire risk appraisal will often recommend one as the practical answer to an uncomfortable question: how would a stay-put building ever be emptied?

Who needs which

Match the registration you check to the project in front of you.

  • New or replacement fire alarm in any non-domestic building: SP203-1, design through commissioning modules.
  • Fire alarm servicing contract: SP203-1, maintenance module.
  • New residential block over 18m (England, Scotland): SP207 for the evacuation alert system, alongside SP203-1 for any fire detection in the design.
  • Retrofit of an evacuation alert system to an occupied block: SP207, with retrofit experience worth probing at interview.
  • A building getting both systems: both schemes. BS 8629 requires the two systems to stay independent, and the design disciplines are different.

The last case is the one that catches people. Because an evacuation alert system looks like a fire alarm (red boxes, sounders, a panel), it is tempting to assume a fire alarm contractor is automatically competent and certificated to deliver one. The register treats them as separate disciplines because they are: different standard, different design logic, different relationship with the fire and rescue service, whose crews must agree the zoning they will one day operate in the dark.

The specification trap

The recurring mistake is specifying “BAFE registered contractor” and stopping there. That wording is satisfied by a company holding any BAFE scheme at any scope: a firm registered only for portable extinguisher work would technically pass. If the work is a fire alarm design, say so: registration to BAFE SP203-1 for the design, installation and commissioning modules. If the work is a BS 8629 system, name SP207. One line in the specification, and the register does the enforcement for you.

How to check a contractor’s scope in two minutes

  1. Go to the BAFE website and open the find-a-registered-company search.
  2. Search the company name, or better, the registration ID from their paperwork.
  3. Read the entry: which schemes, which scopes of work, which certification body, and whether the registration is current.
  4. Match it against the work you are buying. Design work needs the design module, not just maintenance.
  5. Cross-check the certificate number the contractor quotes against the certificate they can show you.

Worked example: search “Gemini AMPM” or ID 302260 and the register shows three scheme registrations, all certified by NSI: SP203-1 for fire detection and alarm systems (certificate 102640), SP203-3 for fixed gaseous fire extinguishing systems (certificate 103290), and SP207 for evacuation alert systems (certificate 103585). The certificates themselves are published on our BAFE registration page, which is exactly the transparency you should expect from any contractor: if a firm’s scheme registrations take more than two minutes to verify, treat that as information.

What to do with this

If you are specifying: name the scheme and the modules in the tender document, not just the acronym. If you are a Responsible Person inheriting a building: pull the last fire alarm certificate of compliance and check the issuing company’s registration still exists and still covers maintenance. And if you are anywhere near a residential block over 18 metres, new or existing, get the evacuation alert question answered before a gateway reviewer, an insurer or a fire risk appraisal asks it for you.
