Residential attendances, which the policy does not affect, rose from 1,442 to 1,485 (+3.0%) over the same two years.

A fall in attendance, not in alarms. The records count incidents the Brigade attended. They cannot show how many alarms sounded in Hammersmith and Fulham and were not attended. For a non-exempt building in the policy hours, finding out why the alarm went off, and calling 999 if there is a fire, is now the building’s job.
